There has never been an easier way to create you own homepage.
Recently I stumbled upon Google Pages, which lets you create your own homepage, and gives you 100 MB of space for it, all free.
The homepage is created using the Google Page Creator, which is a simple on-line HTML editor. It requires no knowledge of HTML programming, and supplies the basic tools needed to create a web-page, so that even grandma could do it.
Note that the more expert HTML programmers will find this pretty deprecated and limiting. As it is now, and with Google's tendency to simplicity, I believe it's meant for the more novice users, who want to create a simple web-page, without having to mess around with hosting, uploading, HTML coding and all that mamo-jambo.
I've setup a page of my own, and so far I'm very satisfied with it:
